FEMA provides disaster response, recovery, and mitigation services to citizens, businesses, and local Governments across the United States via their Regional offices, fixed facilities, and temporary disaster support sites. FEMA Headquarters (HQ) provides "corporate" level operations support to these sites. FEMA HQ also provides direct emergency response coordination to its Federal Response partners in support of their joint mission. All type of services and support provided to these customers are crucial and must be provided in both disaster and non-disaster modes. All personnel in FEMA rely heavily on automated information and telecommunication systems to provide this support. Hence, reliable and responsive IT support at the is a key factor in mission response. The Information Technology Service Division provides support to more than 2000 FEMA Headquarters customers, 2400 workstations, 500 printers, 50 servers, and 1000+ telephones. ACT was contracted to assist FEMA staff to provide the level of service required to keep FEMA HQ operational. The general services we provide include day-to-day FEMA HQ hardware and software help desk support, systems and network administration, data base administration, telecommunications support, and HQ site systems integration. ACT also provides Tier III support to the FEMA Enterprise Operations Team located in Berryville, VA. Our staff integrates, monitors, and maintains several of FEMA's key enterprise systems from this central location.

Anteon was contracted by FEMA to develop the Agency's first Enterprise enabled application; the National Emergency Management Information System (NEMIS). The NEMIS Development effort is an all-inclusive systems life-cycle project. Its primary goal is to provide FEMA with IT tools for managing disaster response, recovery, and mitigation in a timely fashion. It provides automated tools to track potential incidents/disasters, estimate and allocate funds for support, receive and satisfy individual/business/state/local disaster support requests, and allows FEMA managers to monitor and evaluate disaster support from a standardized, consolidated approach. ACT's role in this effort has been to provide requirements gathering, systems engineering, infrastructure specification, security sub-system implementation and component level testing during the development life-cycle. Act also provided application migration support during the role out of the application into FEMA's operational environment.

NMCI is a Department of the Navy (DoN) program that delivers comprehensive, end-to-end information services enterprise-wide to the United States Navy and United States Marine Corps through a common computing and communications environment. This environment will enhance system and software interoperability and enhance information exchange capability for garrisoned and deployed forces as well as individual users. NMCI will provide secure and higher quality voice, video and data services at a lower cost than the DoN is paying today. NMCI will provide end-to-end connectivity for all Navy and Marine Corps personnel with voice, video, and data services. ACT has been a subcontractor to EDS who was awarded the 6 Billion dollar NMCI seat management contract. ACT has provided Systems Engineering and Technical Assistance support as well as Regional Customer Service Support under this subcontract. Our Engineers provide legacy systems analysis and data migration support. ACT also provides general IT system and help desk support for the NMCI North Central Region at several key locations.

The Naval Counsel of Personnel Boards (NCPB) contracted ACT to assist them in development of their Information Technology Strategy Plan and Mission Elements Needs Statement. The plan provided a framework that NCPB used to facilitate communication and planning between their mission management and Information Systems Management functions within the organization. The Mission Element Needs Statement served as the implementing mechanism supporting the NCPB Strategic Plan. This MENS identified where the organization stood from a technology perspective, identified deficiencies, examined some of the environmental factors the organization was facing, and set forth a Five-year plan that put the command on technical solid ground. In support of this effort, ACT executed business process analysis via automated tool (i.e., BPWin), facilitated organizational discussion groups, performed in depth SWOT analysis, and analyzed standard business practices.
